Legal Metrology
The regulatory framework under India's Legal Metrology Act, 2009 that governs weights, measures, and mandatory label declarations on all pre-packaged commodities.
Full definition
Legal Metrology refers to the branch of regulation that governs the accuracy of weights and measures, and the mandatory declarations on pre-packaged goods. In India, the Legal Metrology Act, 2009 and the Packaged Commodities Rules, 2011 require that every pre-packaged product display: the product name, net quantity, MRP (inclusive of all taxes), manufacturer's name and address, month/year of manufacture or packing, and consumer helpline details. For food products, these requirements work in conjunction with FSSAI labelling norms.
For Indian distribution businesses, Legal Metrology compliance is critical because violations carry penalties of Rs 25,000 for a first offence and up to Rs 50,000 for subsequent offences, plus potential seizure of non-compliant goods. Common violations in distribution include selling products with tampered MRP stickers, incorrect net weight declarations, and missing mandatory label information. The MRP declaration is particularly important: charging above the printed MRP is a criminal offence under this Act.
Distribution platforms help maintain compliance by locking MRP to the SKU master so that invoicing never exceeds the declared maximum price, and by validating that all mandatory label fields are captured during product onboarding.
Real-world example
A Legal Metrology inspector in Ahmedabad fined a distributor Rs 25,000 for selling detergent packs with MRP stickers pasted over the original printed MRP, a common violation in the trade channel.
