In business use it almost always refers to a commercial stock-holding space rather than domestic storage.
In everyday Indian usage they mean the same thing. Where a distinction is drawn, godown implies a smaller, simpler stock room, often floor-stacked and operated by a distributor or trader, while warehouse implies a larger, racked, systematically managed facility. The words describe the same function at different levels of sophistication.
Godown delivery means the buyer collects the goods from the seller's godown rather than having them delivered to their own premises. The price quoted is therefore ex-godown, and transport cost and risk from that point transfer to the buyer. It is the opposite of door delivery.

Holding more than a month of cover ties up working capital that would otherwise turn, and since distributor returns are driven by stock turns rather than margin percentage, over-stocking directly suppresses return on investment.
Book goods in at the moment they arrive rather than at the end of the week, quarantine returns and re-enter them against their original batch and expiry, capture batch and expiry at inward so FEFO rotation is possible, and cycle count a few locations continuously instead of running one annual count. Those four practices typically move stock accuracy from around 85% to above 97%.
