FSSAI License Categories: Choosing the Right One for Your Distribution Business
The FSSAI licensing framework is structured into three tiers, each designed for businesses of different scales. Choosing the correct category is critical—applying for the wrong tier can delay your application or result in non-compliance.
Basic Registration
Designed for petty food business operators with annual turnover below ₹12 lakh. This includes small retailers, street food vendors, and tiny distribution operations. The application process is simplified—no inspection is required, and the license is typically issued within 7 working days.
State License
Required for food businesses with annual turnover between ₹12 lakh and ₹20 crore operating within a single state. Most regional dairy distributors and mid-size FMCG distributors fall into this category. A premises inspection by a Food Safety Officer is mandatory before license issuance.
Central License
Mandatory for businesses with annual turnover above ₹20 crore, those operating in multiple states, or those involved in food import/export. Large FMCG distribution companies and national dairy brands require this license. The scrutiny is most rigorous, with detailed food safety audits.
